But in February 2019 the Hong Kong Government submitted an amendment to the Criminal and Fugitive Extradition Act to LegCo or the Hong Kong Parliament. The essence of the law is to allow fugitives or criminals from Hong Kong to other countries including Mainland China, Taiwan and Macau. Chief Executive Carrie Lam underlies the filing of this law on the case of Chan Tong-kai who killed his girlfriend in Taiwan, but can only be sentenced in Hong Kong for 29 months on the basis of money laundering due to jurisdiction issues. The submission of the bill triggered the reaction of HK citizens.
